To adopt pinball terminology, I ought to just bump this page; take the tilt, and move on. This is a topic that is going to take the Commonwealth by surprise when it arrives. The best I can say is that the concept of electronic notaries is in place, and the mechanics are still being tweaked.

The Uniform Real Property Electronic Recordation Act is approved by the National Conference of Commissioners on Uniform State Laws. www.nccusl.org

The Virginia legislature is considering adoption.  See Senate Bill 992 in the 2005 session.  How are they going to pay for it?  See Senate Bill 902 . . . out of the Technology Trust Fund.

The Commonwealth of Virginia is in the draft stages of a Certificate Policy for Virginia-On-Line Transaction Certificates . . . but does not appear to be moving very quickly on it.

There is an Electronic Recording Work Group under the auspices of the Property Records Industry Joint Task Force. http://taskforce.cifnet.com/priaus/ They have draft standards for notary acknowledgments and e-recording using the XHTML standard.
